If only interested in Legendary junk, focus on outfits with S, C, A, and possibly P (though not preferred).

Can not positively rule out E and L as stats checked but they are low probability.

No need to use exact same outfits for all explorers.

Stat distribution can be even, or focused on 1 or 2 stats.

If interested in all junk, use whichever outfit has the most stat points in S/P/C/I/A.

If interested in items (weapons/outfits/recipes), go heavily towards Perception outfits.

Make sure outfit has +1E only if explorer can not reach carry limit without radiation immunity or you don't want to bother with making Radaway.
